FA Process:

When a captian is short players for the season, they will contact the league commissioner for Free Agents. FA's will be passed along to captains who play in leagues that are compatible with the FA's skill/experience level. 

Stop by the rink on nights that teams of your level are playing is a good chacne to meet captains of teams, introduce yourself, and improve your chance of landing on a team. 

Playing in Rat Hockey is a good way to meet players on teams too.
